These are plans for a kid's wind powered ice scooter.
Simple construction and low cost enable any boy to
have one of these ice scooters. The plans use available wood and simple construction. The runners are hand made by cutting 1/4 inch plate material and filing the edge sharp.
This design is basically a land yacht, like you might see racing in the salt flats. But with your own mast and sail, you'll be racing across frozen ponds in no time.
